Todd Gower

Chief Compliance Officer

Todd Gower is the Chief Compliance Officer at L.A. Care Health Plan. In this role, he provides a unique combination of Big 4 Consulting, finance, technology, and healthcare governance expertise to a world of increasingly complex business environments and compliance requirements, especially for Medicare, Medicaid, and regulatory affairs. His duties involve a range of activities, including corporate and regulatory compliance, organizational ethics, coordinating external audits, enterprise risk management and mitigation oversight, special investigations, privacy, compliance analytics, and technology. In addition, he works closely with Audit Services to help prioritize internal audits and delegation oversight audit activities. He strives to create a climate that achieves compliance goals and strengthens L.A. Care’s reputation for caring about and delivering quality service to our members, providers, and stakeholders.

Mr. Gower brings over 23 years of career experience across all aspects of compliance and risk management with leadership positions at Ernst and Young and Resources Global Professionals, advising management and Boards of Directors with healthcare strategy and operational compliance issues. Prior to consulting, Mr. Gower was the CMS Director for RAC region A (13 states in the Northeast), and Medicaid RAC Leader for several states. In addition, he held leadership roles at Kaiser Permanente and Blue Shield of California.

He graduated from the University of Texas at El Paso with a degree in Finance and received his US Army Commission, in Field Artillery. He also received his MBA from Pepperdine University. Todd Served 8 years as an Officer in both the Texas National Guard and US Army Reserves.

Mr. Gower is also a member of several professional organizations, along with advising leadership and Board Members of several start-up technology and healthcare companies in for improvements in finance and compliance.
