two friendsEffective May 1, 2023, DHCS requires MCPs to be involved in the Pre-Admission Screening & Resident Review (PASRR) process.  

PASRR is a federal program that ensures people with intellectual or developmental disabilities (ID/DD), serious mental illness (SMI), or related conditions (RC) are not inappropriately placed in nursing homes.

There are three levels of screening, however, members who are negative on the first level of screening do not need any further screening.

PASRR Screening Levels:

  1. Level I: Screening submitted online by the facility and is a tool that helps identify possible SMI and/or ID/DD/RC.
  2. Level II Evaluation: If the Screening is positive for possible SMI and/or ID/DD/RC, this Evaluation helps determine placement and specialized services.
  3. Final SMI Determination: Including placement and treatment recommendations.

MCPs are responsible for reviewing prior authorization requests for SNF placement to confirm the PASRR process was completed. Hospitals discharging members to a SNF must include the following information as a note in the prior authorization request:

  1. Confirmation that the PASRR Level I Screening was completed; 
  2. Whether the Level I Screening result is negative or positive for SMI and/or ID/DD/RC; and 
  3. The PASRR CID.
