L.A. Care Health Plan Has Committed $509 Million to Support the Health of Los Angeles County Residents

It takes more than health care coverage to build healthy communities. L.A. Care Health Plan recognizes that non-medical factors can significantly impact health outcomes. It is estimated that 50-80 percent of health outcomes are based on social, economic and environmental factors. To ensure healthy communities, it’s critical to address basic needs like food, housing, education, transportation and employment – often referred to as social needs, or social determinants of health.

L.A. Care has a deep understanding of the needs of Los Angeles County residents, because the health plan operates exclusively in the county. As a public entity, it has committed to reinvesting in the community to address the health and social needs of its members and their communities. This has included generous support for the safety net providers who serve L.A. Care members. These providers deliver health care and other services to low-income and vulnerable communities in the county, regardless of their ability to pay.

BY THE NUMBERS: L.A. CARE'S $509 MILLION COMMUNITY IMPACT

Community Health Investment Fund (CHIF) strengthens community health and fills gaps in health coverage for low-income Angelenos. To date, CHIF has invested $138 million via 970 grants to support programs that improve the health and support the social needs of under-resourced community members.

Elevating the Safety Net is designed to address a looming physician shortage. The $205 million initiative is comprised of programs to train, recruit and retain diverse and highly qualified primary care physicians for the L.A. County safety net.

Community Resource Centers are jointly operated with our plan partner Blue Shield of California Promise Health Plan. L.A. Care has invested $71 million in 14 centers, which provide fitness and health education classes that promote the well-being of members and the communities where they live.

Healthy Kids provided health care coverage for up to 45,000 L.A. County children before Medi-Cal expanded to include all children, regardless of immigration status. From 2003 to 2011, L.A. Care invested $95 million in the Healthy Kids program,

Starting in 2024, for the first time, managed care plans will be required to allocate 5 to 7.5 percent of their profits to local community activities that support Medi-Cal members. L.A. Care is proud to say that it has been investing in the community long before the new mandate. L.A. Care’s commitment to projects that support the health plan’s members and their communities aligns with its dual mission – to provide access to quality health care for L.A. County’s vulnerable and low-income communities and to support the safety net required to achieve that purpose.  It also advances our commitment to health equity, which means ensuring that everyone has a fair and just opportunity to be as healthy as possible.
