L.A. Care is Los Angeles County

For 19 years, L.A. Care Health Plan has served Los Angeles County through its mission:

…to provide access to quality health care for vulnerable and low-income communities and residents and to support the safety net required to achieve that purpose.

Representing Los Angeles County with almost two million members, L.A. Care is the largest publicly operated health plan in the nation. Its significant growth over the past several years means it’s larger than not only the CalPERS state health plan (1.4 million members), but also the Covered California Marketplace (1.3 million members).
 

Stakeholder Board of Governors – Community Accountability

  • As the Local Initiative Health Authority for Los Angeles County, the composition of our 13-member Board of Governors composition reflects diverse elements of the public and private health care safety
  • Board members represent community clinics, physicians, federally qualified health centers, children’s health care providers, hospitals, Los Angeles County Board of Supervisors and Los Angeles County Departments
  • L.A. Care is also one of the few health plans with a voting consumer member and a member advocate, both of whom are elected by L.A. Care’s membership to sit on our Board of Governors
  • Together, members of the Board of Governors ensure that L.A. Care always has a finger on the pulse of member and community needs
     

Member Engagement – Understanding Member Needs

  • To ensure L.A. Care is properly meeting the needs of our members, L.A. Care utilizes 11 Regional Community Advisory Committees (RCACs)
  • The committees are comprised of approximately 250 L.A. Care members, community advocates and providers who advise L.A. Care on local health issues
  • The RCACs engage L.A. Care members from all product lines, including members who are Seniors and Persons with Disabilities (SPDs) and individuals eligible for both Medi-Cal and Medicare (Dual Eligibles)
  • The chairpersons from each RCAC form our Executive Community Advisory Committee, which directly advises L.A. Care’s Board of Governors
     

Government and Community Involvement – Partnering with State and Local Governments

  • As the Local Initiative plan in Los Angeles County, L.A. Care also fills an important role as a partner to state and local governments, while supporting the health care safety net
  • This includes providing care for vulnerable and hard to serve populations such as low-income seniors and the disabled; a population many other health plans do not voluntarily accept
  • L.A. Care also exhibits wise stewardship of state funds. On average, L.A. Care spends 92 cents of every dollar received on member care
  • Our mission and purpose is what sets L.A. Care apart — from our close connection to our members and the communities we serve to our commitment to the health care safety net
