L.A. Care Health Plan is pleased to announce that Todd Gower has been appointed as its new Chief Compliance Officer. Gower will be responsible for a wide range of governance, risk and compliance (GRC) activities at the health plan, including corporate and regulatory compliance, privacy and ethics, regulatory audits, enterprise risk management, special investigations, compliance analytics, and GRC technology. He will strive to create a climate that achieves compliance goals and strengthens L.A. Care’s reputation for delivering quality service to our members, providers and stakeholders.
Gower has more than 23 years of experience in GRC management, including most recently as Healthcare Risk Transformation Practice Leader at RGP. Gower also held leadership positions at Ernst and Young, one of the Big 4 consulting firms in the country. While at RGP and Ernst and Young, he advised management and the Board of Directors with healthcare strategy and operational compliance issues. Prior to consulting, Gower was the Centers for Medicare & Medicaid Services (CMS) Recovery Audit Contractor (RAC) Project Director for 13 Northeastern states, and a Medicaid Program Integrity leader across several other states. He also held leadership roles at Kaiser Permanente and Blue Shield of California.
Gower holds a degree in Finance from the University of Texas, El Paso and a Masters of Business Administration from Pepperdine University. He received his US Army Commission in Field Artillery and served eight years as an officer in both the Texas National Guard and the US Army Reserves.
