Los Angeles — L.A. Care Health Plan, the nation’s largest publicly operated health plan serving more than 1.8 million members, announced the appointment of Mark Gamble as the Chairperson of L.A. Care’s Board of Governors. He replaces Dr. Thomas Horowitz who has served as Chairperson since 2013. Gamble is currently the Senior Vice President/Chief Operating Officer of the Hospital Association of Southern California (HASC), a not-for-profit regional trade association that seeks to lead, represent and serve hospitals, and work collaboratively with other stakeholders to enhance community health. Horowitz will continue to serve on the board as the appointee of the Los Angeles County Medical Association.

Care has seen tremendous growth in its membership base and its business model continues to evolve. Now ‘Job 1’ is to become a recognized leader in improving the health outcomes for Los Angeles County’s most vulnerable population.”
L.A. Care’s Board of Governors is a 13-member stakeholder board, which includes representatives of various stakeholder groups, including community clinics, doctors, plan members and the County of Los Angeles, among others. Gamble will continue to represent the Private Non-Disproportionate Share Hospitals group.

Care Chief Executive Officer John Baackes. “His rich experience in health care operations and management brings invaluable insights that will help guide our path as we move forward.”
Gamble, who has been with HASC for 21 years, has an extensive background in public policy and advocacy. In his current role, he serves as the senior executive for the division that provides hospitals with programs and services in the areas of quality and patient safety, performance improvement, human resource management, and patient access services.
Gamble earned an MBA from Woodbury University and his undergraduate degree from California Lutheran University.
