Memorandums Of Understanding (MOU)

This All-Plan Letter outlines key requirements for Memorandums of Understanding (MOUs) between Managed Care Plans (MCP) like L.A. Care and our vital partners to improve care collaboration and Medi-Cal member outcomes.

What is APL 23-029?

APL 23-029 sets the standard for how L.A. Care works with partners such as:

  • Local Health Departments (LHDs)
  • Local Governmental Agencies (LGAs), such as county behavioral health departments for specialty mental health care and substance use disorder services
  • Local Educational Agencies (LEAs)
  • Other local programs and services, including social services; child welfare departments; First 5 County Commissions; Regional Centers; Women, Infants and Children Supplemental Nutrition Programs (WIC); and California Department of Corrections and Rehabilitations, County Jails, and Youth Correctional Facilities

These MOUs ensure a clear framework for collaboration by addressing:

  • Roles and responsibilities for care coordination and service delivery.
  • Processes for timely data sharing and performance management.
  • Alignment on compliance with state and federal regulations.

To maintain transparency and accountability, the APL requires L.A. Care to:

  1. Conduct and publish quarterly meetings with MOU partners.
  2. Execute, maintain, and publish formal MOUs with all required parties.
  3. Prepare and publish MOU Annual Reports summarizing activities and outcomes.
