LOS ANGELES – L.A. Care Health Plan, the largest publicly operated health plan in the country, has promoted Phinney Ahn to the position of Executive Director, Medi-Cal. In her new position, Ahn will be tasked with managing the quality, compliance and operational performance of the SPD (Seniors and People with Disabilities), TANF (Temporary Assistance for Needy Families), and Medi-Cal Expansion segments of its Medi-Cal product line.
“After nearly 15 years at L.A. Care in various roles, Phinney Ahn has gained a wealth of knowledge and insights about the complexities of the Medi-Cal program,” said John Baackes, L.A. Care CEO. “As a lifelong Angeleno, she has a deep understanding of L.A. County’s diverse population, and that will serve our members well.”
Ahn most recently served for three years on the L.A. Care leadership team as Chief of Staff to the CEO. She previously worked in the organization’s Health Services and Quality Improvement departments.

Care’s mission of elevating healthcare for vulnerable and low-income communities has always been a focal point of my career here,” said Ahn. “Having grown and evolved along with the organization, I am looking forward to tackling new challenges and reaping the rewards of serving our largest member population.”
Ahn holds a Master of Public Health degree from UCLA.
