Read Our CMO's Op-Ed about the Challenges of the 1115 Medi-Cal Waiver

The December 2, 2010 issue of Payers and Providers includes an Opinion-Editorial written by Dr. Elaine Batchlor, Chief Medical Officer at L.A. Care, regarding California’s recently approved five-year Section 1115 Medicaid Waiver. 

Through the waiver, California will receive approximately $10 billion in federal funds to make improvements to our health delivery system. One of the most significant changes included in the waiver is a mandatory transition of more than 400,000 seniors and people with disabilities (SPDs) into Medicaid managed care.

L.A. Care Health Plan is one of the two Medicaid managed care health plans SPDs will be able to choose from in Los Angeles County.   

In the Op-Ed, Dr. Batchlor discusses the challenges ahead in order to improve care for this vulnerable population.     

  • Finding providers willing to accept Medi-Cal reimbursement.
  • Maintaining strong partnerships with local county agencies and community organizations to be able to provide behavioral health services.
  • Proving to SPDs and their advocates that moving into Medi-Cal manage care will benefit them.
