L.A. Care’s Community Resource Center Partnership with Blue Shield Promise Highlighted at a National Conference

L.A. Care Senior Director of Communications and Community Relations, Francisco Oaxaca, was a featured speaker at the 11th Annual Medicaid Innovations Forum, held in Orlando, Florida this week. Oaxaca took the stage with Kristen Cerf, the President and CEO of Blue Shield of California Promise Health Plan, to speak about the innovative Community Resource Center partnership the two Medicaid health plans launched late last year in Los Angeles County.

The two health plans have committed a total of $146 million over five years to operate 14 existing and new resource centers across the county.

The 14 centers are part of a larger strategy by both health plans to transform the delivery of Medicaid services, by incorporating technology and addressing social determinants of health at the community level.

Oaxaca and Kristen are Co-Chairs of the Steering Committee tasked with bringing this vision to life. Their joint presentation addressed:

  • The shared vision that made this unlikely arrangement between competitors a reality
  • The obstacles both organizations overcame and continue to work through today as they build out the centers
  • The road ahead

The Community Resource Centers will connect members from both plans and the Los Angeles Community to classes and personalized services that will foster community connections, address social needs and keep them active, healthy and informed.
